The Open-Weight Race Is Now Fought Over Licenses as Much as Benchmarks

AIBW analysis: Meta, Alibaba, Reflection and others differ sharply in what 'open' lets customers do.

The Open-Weight Race Is Now Fought Over Licenses as Much as Benchmarks

Meta's Muse Spark Open carries a custom license with a $20 million revenue threshold for model-as-a-service businesses and a mandatory attribution; its smaller Glimmer is Apache 2.0. Alibaba opened the weights of its flagship Qwen3.8 Max without revealing training data and methods. Reflection AI's Beam is open-weight, while Reflection has said it keeps datasets and training pipelines proprietary.

Our view is that buyers should read licenses as carefully as benchmark tables. Independent scores for Muse Spark Open were not yet verified at launch, and VentureBeat's comparison put it behind Chinese models on some coding tests.
