The White House’s National AI Framework Asks Congress to Preempt State Laws

The Trump administration unveiled a national AI policy framework on March 20, CNBC and Axios reported. It urges Congress to preempt state AI laws that impose undue burdens, and the White House wants a bill codified this year. Critics say it preserves state authority only over general laws like fraud and child protection, zoning, and state use of AI.

The framework follows a December 2025 executive order directing an AI Litigation Task Force to challenge state laws. TechCrunch reported the framework also shifts child safety responsibility toward parents.
