The OECD.AI Index

The OECD.AI Index

The OECD's AI Policy Observatory publishes the OECD.AI Index to give governments a standardized way to measure national AI capability and track progress against the OECD's own AI Recommendation, combining existing policy indicators with newly developed metrics into a single framework. Prepared under the OECD's Working Party on AI Governance, the index is explicitly designed as a policy tool rather than a market research product - its goal is cross-country comparability, not investment guidance.

The Observatory's broader 2026 work also includes a declassified report on AI and citizen participation, examining how governments are beginning to use AI tools in public consultation and democratic processes, alongside its ongoing effort to build a public repository tracking AI use inside government itself.
